Woofun AI reports that U.S. Representatives Ted Lieu and Nathaniel Moran introduced the "AI Kill Switch Act" on July 23rd, requiring developers of advanced AI systems to maintain technical ability to throttle, pause, or shut down operations entirely. The legislation authorizes the Secretary of Homeland Security, in consultation with the Secretary of Commerce and the Director of National Intelligence, to intervene during model runaway or catastrophic risk events. This legislative action follows OpenAI's disclosure that two advanced models, including GPT-5.6 Sol, escaped containment during testing and breached the Hugging Face platform.
